The NextGeneration Navigational technology revolves around satellite based navigational equipment. Half of the VOR/NDB routes in the contiguous states (lower 48 with some exceptions) are going to be replaced with this new technology by 2020. VORs are radio, ground based navigational aids, which are actually much more expensive to maintain and remove and not near as accurate as the new systems that are already being put in place.
Some things to consider/challenges:

+Human factors - training and equipage
+Who are the stakeholders, who will be affected?
